Upon further research that's probably correct but 180db is still way too high. At the muzzle is like 170db which is an incredibly significant difference at those levels.

"The Maxim Silencer" was the brand name of the suppressors Hiram Maxim developed from his already succsful line of engine mufflers.

They constituted an overwhelming share of the market at the time the NFA of 1934 was drafter, so the feds adopted that as the terminology in the law.
