A weapons system doesn't have to have perfect 100% survivability in order to be useful in battle. Acceptable losses are a thing.
Even with portable anti-air weapons, helicopters are still fare deadlier than they are vulnerable.

Very true, but the more survivability the better. Equipment should be durable. One of the reasons I like A-10. It's not meant to fly very long in contested airspace, but after air superiority is achieved there's no better plane. Yet.

Choppers can't take hits
If you are facing an enemy with actual anti-air capabilities, you need to be much more cautious with your choppers.
To the point where they really aren't worth their cost.
Considering you could buy and field several tanks for the price of 1 chopper.
Russia recently withdrew a lot of fixed wing aircraft and brought in choppas in syria.

Just fly incredibly low and spray chaff and flares and IR flashers whenever you're in a bad zone.
Russia's been crushing it with old HINDs in Syria, just using them as flying tanks, flying down streets and shit.
