Plenty of people take whitetail with a single round of .223. If you want to kill a bear, shoot it a few times instead of once, shtf means no more sporting ethics to adhere to.

.223 is a more versatile round because you can carry more and purchase more ahead of time. This means you can actually afford to use some rounds for uses other than immediate self defense or taking game--for instance, warning off someone you'd prefer not to fight, using rounds for signaling location to allies, etc.

And since it's cheaper, bugging in you're more likely to have a useful stash of it.

With any gun? I'd be willing to bet money you couldn't hit a bear-sized target at 1500m with a spotter, Kestrel, and a good purpose-built benchrest bench. Shooting at that distance is HARD, requires LOTS of practice, and there's maybe 300 ranges in the entire world that go to 1500m.
