Nah, most all of those innovations were already being worked on. What he did was cause the cancellation of many experimental projects in favor of pumping out already proven arms.

There were a lot of different factors leading up to WW1, the most significant being militarization/arms races and the creation of alliances that were SUPPOSED to act as a deterrent but instead plunged Europe into WW1.
