The idiot I bought my FAL from reported the same problem.
I determined it was caused by
1) The floor of the magazine wasn't secure. The notches were outside of the edge of the body of the mag, instead of inside. Hard to explain but 30 seconds with a pliers fixed it.
2) He probably had the gas setting too high. You need to dial that shit in.
