Baseball bat. Work out your triceps and shoulders for a bit before (unless time is a factor, if so stretch a little bit before you open that industrial size can of whoopass.). Make sure it's made of ash wood i.e. Louisville slugger, and not aluminum chinashit. Aluminum has a tendency to make loud ping when it bounces off certain bones, whereas wood makes a dull crack. Like kids fooling around on furniture.

For smaller weapons, it's probably more in the technique than the weapon itself
I read once that if you take a serrated knife, jab it just below the vocal cords, twist, and slice outward, it would make for a far quicker and more silent takedown compared to a neckslice.
However, even if you clamp the guy's mouth shut, I don't know how loud the visceral gurgle will be.

Another technique is to puncture the lung below the false ribs, thereby deflating the lung so that possible speech is rendered inoperable.

As for range, considering the limitations, a 150 pound crossbow aimed at the base of the head, provided it can punch through the skull and then some.

You aren't going to be using a gun that's for sure. Unless you're in a noise environment, people will definitely hear a suppressed gun in the next room. Your best bet would really be to avoid killing people all together and either sneak around or socially engineer your way through as any weapon that would be quiet enough would either require getting within arms reach of the person (knives, bats, edgy swords, etc.), would be hard to ensure that the person would be quickly disabled to prevent them from calling for help (edgy throwing knives), or would be bulky and couldn't be quickly reloaded (a crossbow pistol). Also keep in mind that if the people you're up against have guns, it doesn't matter how quiet your weapon of choice is because the instant that one of them shoots then everyone will know something is wrong, so even with a gun you would need to shoot them in the head.

Poison generally takes time to act (though if you were able to get the dart through a weak part of the skull into the brain it would drop someone quickly, poison or no), all a guard would have to do is fire a shot into the ground and your cover would be blown. I really don't see one moving around indoors easily with a blowgun though.
