Because 'hardest' and 'toughest' are different, and generally mutually exclusive.

Someone will say cost - well no, artificial diamonds are inexpensive enough to do this with, if they would work. They would not. They'd just shatter when hit.

What you want for armour is something tough, not too hard, something that holds together and will bend or deform a little under extreme stress rather than shatter.
