My local police used to issue normal batons, but an officer could carry a PR-24 (I think thats what they are called) if they took an additional course.

I had a nightshift job, and I asked an off duty cop (working security) why he carried that version. He stated that he liked the option of having a "shield", and that swinging it out as a strike was really effective. It had more options, and he could use it like a normal baton just as well.

He called it "the puppy", and sometimes he would come up and tell me that he had to feed the "puppy" that day (when he walloped someone with it).

Who teaches that? The MONADNOCK® EXPANDABLE BATON (MEB) course/certification teaches the use of a baton for pain compliance. You're never taught to use a baton to break bones. The only, the only, way could be acceptable is if you're using your baton to confront a deadly threat, which in this case you should really work up the force continuum and transition to your firearm.

If we break bones it's not a problem department policy wise. We are supposed to use it for pain compliance on suspects actively resisting but our nonlethal instructor made it pretty clear sometimes shit happens and it's not always your fault if someone get a broken wrist because they were trying to resist.

Department policy wise?? The civil courts look at things beyond policy. You will quickly find yourselves named in a 1983 lawsuit and god help you if a pattern emerges and you end up in the cross hairs of the DOJ's office of civil rights.

Graham v. Connor looks at excessive force claims through objective reasonableness and today's evidence almost always includes cell phone video from someone. Every has a camera in their pocket and they're more than willing to whip it out when the police are around and arresting someone. It's really hard to dispute video and argue objective reasonableness.

MEB teaches red, yellow, green zone on the body. The Use Of Force Continuum charts that are often used use colors to show the escalation in lethality of the force being used.
Blue>Green>Yellow>Orange>Red
Professional>Tactical>Threshold>Harmful>Lethal

The move through the continuum is not linear either.

A baton will shatter the fuck out of your hand, and shins are both largely unprotected by muscle and very easy to break since they're planted on the ground.

The MEB color chart is looking at lethality of the strike. While a strike to the back of the hand, even a light strike, will break bone and cause injury the injury will not be fatal. My favorite hit zones are the thigh and the triceps.

Hands and shins should absolutely be yellow, because broken bones are definitely a "moderate to serious" level of trauma.

Getting hit with a baton isn't pleasant but you have to remember they are considered a less lethal tool, you can club the shit out of somebody with a baton and they can still live without life changing injuries unless its a freak accident or you target the right areas and really try to hurt the person
