MOST police agencies will not hire non-US citizens, however there are departments right now in the US that are actively hiring green-card holders.

Most shootings in the US are justified. When a police officer kills somebody he/she is tried for murder in the first degree.

I'd sign up for the Marines or Army as a MP or some POG job. Then after that try to hook on to a PD. I'd recommend a average size town, nothing like NYC or LA, those are hard to get into and plus it's just not very fun because those cities hate cops from what I understand.

OP, you'll have to deal with the issue of citizenship. If you can find agencies who will accept applications from non-citizens, they'll usually only consider permanent Resident Aliens.

Second: If you're under 21, don't bother. Just about every agency will require you to be 21, either at the time of application, or at the time of graduation from the police academy.

Those are the two biggest issues I can think of which you'd have to overcome first, before we get into other issues regarding suitability/hireability.
