For example, I recently supported an increase in funding and a change in legislation favoring my local water department, because they have done an excellent job fixing what was previously an under capacity drainage system that regularly flooded farmland outside of town, and led to several washouts on local roads. If shit hit the fan again, with the level of weaponry now available and no cultural/geographical borders dividing the population, the police would be instantly overwhelmed, the military would face mutinies, and politicians who ordered treasonous activity would find themselves getting their heads mounted on pikes. Because at the end of the day, the government is PEOPLE, not some nebulous ill-defined force, and people go back to HOMES, and anyone can be gotten to.
