You don't need a substantial chunk of the population to fight. You only have to outlast the enemy, and to have more resolve than them. And right now a very large chunk of the population is spoiling for a fight. It would get more violent and destructive than Syria in a very rapid manner.

This is something a book could be written on. But the short of it is, the reason the government will never go for an outright ban and confiscation all at once is because they really will be killed if they try it. So they do incremental attacks on 2A. Slowly chip away at it, in order to manage the outrage.
