After checking it, it seems like they use an IP/RP (using League of Legends as an example) system. You can buy all heroes with Gold, aka the free resource. I don't know what's the ratio of Gold to Games though. Some of the game mode / ability ideas seem far more interesting than stuff i saw, but it's probably not balanced. Who knows?.
