People only wear them when there's a festival going on retard. Also in some cultural institutes where they teach people how to put it on properly and ceremonies. Other than in those places/events it's impossible to see anyone going around with one on.
Japanese people sometimes just wear them in the summer. If you are a foreigner I'd recommend wearing one to fireworks and similar festivals only, or if you are attending an event where yukata is required.
