They are literally mental slaves. They are extensions of Okina and obey her unconditionally. They were once humans but are now vessels of Okina.

Okina wanted to have them replaced only because Okina wanted to free them. That she wanted a rotation of new servants so she doesn't keep these two indefinitely. She is fine with owning slaves, but she isn't fine with keeping the same slaves too long.
