If it's actual tools you want, MMD / 3DCG mods and models can probably make any outfit you want plus some, but that's work.

My personal favorite game is PoupeeGirl. The official site is now down, but there is a fansite up and running now. They are currently releasing events from the launch. I think we're currently in 2009? It's currently missing some of the more defining features such as the market and the closet function (you would upload photos of your real life clothing and you'd get items/currency as a reward), but the dress up is there. You will need an invitation code to use the site. Pic attached is PoupeeGirl.

LinePlay is pretty fun as far as mobile dress-up games go. I'm addicted to the games more than the dress up at this point, though. You're going to end up using real money at some point if you actually want good stuff, but the gachas are on sale a lot.

/cgl/ has the occasional dress-up general. Check back there every couple of weeks. It's a slow board, so threads will stay up for a while.

I have Style Savvy 3 on my 3DS. I bought it the day it released in NA.
It's absolutely fantastic, but still pretty limited.
Plus my immersion was totally ruined when I started dressing up customers in literal garbage just to clear out space and they said "WOW THIS IS BEST THING EVER"
