The gold ribbon thing is called the obi and the postcard is for mailing feedback back to the publisher.

Getting PMiSS for 10 bucks is a steal though, as it's 1900円 new and would probably cost you 35~40 to import after shipping. It's actually quite lucky that you got the books with the obi and survey card since it's a lot closer to collection-condition that way.
