Have clear laws governing both humans and youkai with good policing by competent youkai exterminators and it's fine.
Especially if they're not intrinsically dangerous youkai like >>16358410 said, those ones would definitely be fine, but very dangerous youkai that want to pass themselves off as "reformed" like Minamitsu would require careful monitoring.
