She ended up surprisingly getting a lot of development as a character over the course of SA-ULiL.

Keep in mind that Koishi wasn't born popular: during her fist poll (2009), she arrived 35th out of 108th. Also, no offense to Raiko fans but she's so detached from the rest of DDC she feels...kinda pointless. I wish ZUN would make her appear again so she gains more screentime.
