I know nothing about it but I bet it's one of those things that make for really long discussions and makes people really angry.

Having a greater depth of colour isn't really necessary for that kind of anime art which has simple shading.

Why do artists upload their art to Twitter when it's a fucking chore to navigate and to search, and it fucks up the quality of the images?

Everyone have 8 bit screen. Many still using 7 or 6 with dithering (TN LCDs especially). There are a few 10 or 12 bit displays out there, such as the TV I'm using now. Maybe when HDR becomes a common/standard feature you will see art work in that format, but for now, most people - even the artists- simply can not view any higher fidelity. 8 bit is quite good, no one is complaining about it, and I do not think it really holds artists back. Also, file size.

File size explosion for little gain, as well as DSLR photos generally being the main users of 16 and 32 bit colors for that fidelity. DSLR RAW file formats have those color bit depths as their default.
