Because danmaku doesn't work that way. It would be easy to be unbeatable, even without mind-reading, but that's not the point.

What if you change your mind after she fires her shot? Danmaku doesn't move at the speed of light.

These posts make a compelling argument that a mind-reading prediction-style danmaku may actually be prove quite interesting. The most probable reason why Satori doesn't do it is that it taxes her to multi-task mind reading and danmaku shootan, unless I misunderstand how she steals spellcards.
