If an artist draws a Touhou without any defining characteristics (clothes, hat, etc..) then it is often hard to identify them.

There's a simpler explanation: Elves are not monsters, Tengu are. No one's going to be scared of someone just because they have pointy ears. They may just be a pansy-ass, tree-loving, beardless elf. It's when they reveal they're a vampire or demon or tengu that you can be properly afraid of them.
