I actually like Mitori in every way EXCEPT her setup. Her powers feel OP even by touhou standards and the whole "I'm a halfling and everyone hates me for it" thing feels a bit overplayed and very generic, at least to me personally. Gensokyo feels like the last place people would care about what kind of Youkai you were so it just feels especially silly.

A little, but it depends on where they started. Any of the fan games made by Ido tend to be great in terms of cast and characters, and there's probably a few others with some really notable characters.

And even including all that, you can at least get some good music out of it.

That aside, >>15602601 is absolutely correct. I admit I have a soft spot for Reimu's fanon predecessor. Reimu being a total lazy bitch is fun, but I also like the idea of a tough-as-nails miko that takes her duty seriously.

The fact that she was in Shitenno may have influenced things too.
