All of Commando is a meme on the Japanese side of internet. I don't know why this one more than any other Governator movie, but once it caught on, it stayed popular because it's just ridiculously quotable.

Part of the reason is the Japanese dubs. There are at least two, but the popular one has a reputation for being playful. The most famous example:
