Once you got rid of that notion then you'd have reached the end game. Single player or public content is almost irrelevant when we're talking about the p2w edge. Using guild wars hardest stage solo clear time as an example, a p2w player with the right combination of gacha characters/summon and half decked weapon pool cleared through it almost twice as fast as me, even when my weapon pool for that element is almost maxed out. The difference will be more apparent when they have almost the same weapon pool as you and also significantly higher raw stats/better passives from gacha summons. It just isn't worth the time if you're f2p since it's designed in a way that you'll never be able to keep up with the power creep.

IIRC there were three rare characters available back then. Standard rate for rares was 3% all the time. Devs said that during that specific period the chance would double - and it did, other two characters had ~6% rate. However Anchira had much lower rate and even with doubling it was less than 2%. The devs didn't say anything about her rate being lower from every other rare though.
That is an outright fraud and I'm baffled they got away with simply returning virtual money and didn't have to pay compensation. Japanese justice system must be shit, at least in IT area.

The theory is more about Asashio being nameship and Ooshio second ship, there's a bunch of nameship kai ni with the second ship's kai ni right after theirs; Chitose&Chiyoda, Kongou&Hiei, Sendai&Jintsuu, Tone&Chikuma, Myoukou&Nachi, Fusou&Yamashiro, Furutaka&Kako, Mutsuki&Kisaragi and Shoukaku&Zuikaku.

Ships that got kai ni together (Chitose/Chiyoda, Tone/Chikuma, Mutsuki/Kisaragi) don't count. And in this case Ooshio got her kai ni first, so that discounts Kongou/Hiei, Myoukou/Nachi, Fusou/Yamashiro, Furutaka/Kako, Shoukaku/Zuikaku; Myoukou and Furutaka even got their kai nis over half a year before Nachi and Kako got theirs respectively, with Ashigara sandwiching Myoukou and Nachi). The only one you could make any case for was for Sendai and Jintsuu, but they had a gap of almost 4 months; we're looking at a gap of less than 3 months here.

Kasumi is the last of the class and might just have gotten special treatment because she got hers earlier and takes two slots with her K2 and K2B.

The only thing that seems to separate nameship and 2nd's is a long time lapse between them, the way I see it devs' way to place girls is either in pairings (like Asagumo and Yamagumo or Choukai K2 and Maya K2) or groups (Isokaze, Urakaze, Hamakaze and Tanikaze) together even if they're apart from the rest of their class and then there are some placed wherever possible when there's no pairing/group or too much time has passed between them.

See, the thing is until the next Asashio-class kai 2 comes out we have absolutely no idea whether it'll be Asashio herself. In the first place, we don't know what kind of pairing they'll use. If they decide that the pairing will be based on losing hats for example, the next Asashio-class kai 2 will be Arare.

The best we have is to look at past history for patterns but past cases has shown that it's all pointless.
