Even the Americans were worried at the time of purchase calling it a waste of money and "A purchase of snow" until in discoveries of major gold deposits in 1896. Decades later, huge oil reserves were found also.

But as far as Russians were concerned, it was land they didnt need because trade was dwindling nor could they defend it. Russia had more than enough strategic depth with Siberia to fall back on and at the time, had enough territory to the east and south of Moscow to feel secure. For them it was easy money.
