Actual answer: The casual word for Mom and Dad are always simple sounds that babies make by accident (note that in OP's example he used Papa instead of the more complex Père).

Japanese isn't really that unique in that regard, >>79363683, Chichi and Haha are still simplistic repetitions of the same sound. The adult words, Otou and Okka(?), are more complex.

It's how babies learn the concept of language. It makes random sounds, but then suddenly notices that the milk giant responds when it says MAMA, and the not-milk giant responds when it says PAPA, so it makes the connection that it can communicate with these giants, and possibly others, by making sounds.
