Isn't this already the case in some places?

My only experience in the matter is reading the opinions of Mari people on social media, so it's probably not the best source of information since the ones who express themselves are obviously more likely to have certain opinions, but I do see many people complaining that their schools have too much Russian, i.e. they want their schools to use their own language to teach subjects like mathematics, geography, science, etc. and they want Russian to only be used in Russian language classes. I'm not sure how common this opinion is, but sometimes I'm surprised by how tension there seems to be under the surface, certainly there are a lot of Mari people who feel resentful about their situation (but, again, I have absolutely no clue how representative these specific people are of their entire population, it could very well be that the majority don't care at all).

As for Chechnya, it seems like an insane place. It seems like it's practically not even really part of Russia, but rather is its own country (a completely dysfunctional one).
