Why the fuck are you talking about foundations? US homes have concrete foundations, especially in tornado alley, usually with a cellar stocked with emergency food. The only way the make a house tornado-proof is full concrete encasement, not just a foundation (which we do anyway, because termites exist... christ, this is basic stuff). The roof will fall, the walls will fall, leaving nothing but the foundation F3+ tornado and up.

Wood is actually easier to rebuild with than concrete. If a storm is coming towards you in that region most likely it's a big one anyway, like an F4 or F5 hurricane plus F5 tornadoes which would destroy concrete anyway.

You have to remember about repairs too, even if the concrete doesn't get destroyed, there will be micro cracks and small damage deep within the concrete that you would have to tear down to repair anyway because they would eventually cause instabilities in the future.

Not to mention it's cheaper to clean up wood than concrete, wood you cna saw in half and throw on the back of a flatbed truck and haul away. Concrete requires power tools or a sledge hammer for a long time, not to mention heavier equipment to load it.
