The Norwegian sovereign oil fund is currently worth over 1000 billion USD.

What they are currently doing, is investing it abroad. The assets are highly diversified, and spread across the entire globe.
Investing any substansial amount of the fund in the Norwegian economy would risk crashing the economy in a long term spectrum. The more money that circulates within a single marked, with the same amount of goods and services, the higher prices will rise for the same goods and services.
This will go on until it's cheaper to wipe your ass with 100kr notes, rather than actually buying toilet paper.

Also, economic activety that cannot be sustained over a longer term period, will eventually lead to economic resession, and in worst case, depression.

So basicly we're sitting on a shit ton of surpluss we can't really use within our own borders. There is a common understanding across the entire political spectrum in Norway that spending to much will without question destroy our economy.
The debate on the oil production surplus is really about where we draw the line on spending it. Like how deep can we dig, before damaging the economy.
