Plot twist: this is just a gang related incident.
Blue guy is a local enforcer trying to stop the robber from violating the gang code of no violence around the church areas that was agreed on by all the big gang in the neighbour.
You can also tell by all the other gang members wearing different colors walking toward the perpetrator in the beginning.
