Because "Celtic" and "Germanic" aren't races, they're cultures. Celtic culture was largely replaced in Britain after the Roman Empire collapsed outside of a few pockets. Celtic culture probably replaced an earlier neolithic culture. The English language is a German language, albeit with some Franco-Norman and Latin influence. Language overwhelmingly shapes culture, its how a culture defines itself and its world.
