The soviets simply stepped in to maintain order and stop the Germans from taking all of the resources of Poland. They planned to backstab Nazi Germany once their military had been modernised and expanded.

The only thing they gave back is Bialystok and Przemysl, all of the rest remained annexed by to the USSR.

If that was really the reason there is no reason to keep it annexed to the Soviet Union when the war is over and the Germans are defeated.
