Here you are allowed to drive them with just a moped license as they only have 50ccm engines. As a result 90% of these abominations are being driven by alcoholics who have lost their car license because of DUI and 10% by people too stupid to even get a car license in the first place. If you spot one on the road it's better to keep at least 30m distance because these people tend to drive in an unpredictale way.

Pretty much. No license is needed for 50cc vehicles here, but it's mostly old people driving those microcars
