Districts are drawn based on population size, so higher population density->more districts obviously.
The Rhine-Ruhr area is Germany's Rust Belt, an urban agglomeration with 10-15 million inhabitants but it lacks a clear center city that's why it's not that known outside of Germany like cities like Berlin and Hamburg are.
Basically a bunch of sparse villages over a bigger area that fused into each other into mid-sized cities forming a big and flabby urban agglomeration.
It's also pretty ugly, so not really worth going to as a tourist.
