Why doesn't the U.K. just offer to sell Gibraltar to Spain?

Why doesn't the U.K. just offer to sell Gibraltar to Spain?
Gibraltar only brings in around 1.6 billion every year, and it's only 30,000 people living there. And it's not like Spain and the U.K. are enemies anymore.
Wouldn't it just be better for everyone if they just sold it to Spain for like 5 billion?
