Hey, /int/. Redpill me about the "unpacified" favelas. Why Brazil can't get it's shit together? In most other countries, the army would have assfucked the crime bosses through the underwear at this point. Is their government getting a piece of that sweet drug money? Or are the favela people so subhuman, they don't want to integrate them into normal Brazilian society? Inb4 Sopa.

Liberating those places would cost money and possibly lives. Yet the crminals would just move somewhere else. Maybe some countries need lawless containment areas if the number of criminal people crosses a certain threshold.
Most of the "true" crime bosses aren't living in favelas, they're living in luxury apartments on the coast. They're the head of the system and even if you burn a very violent favela to the ground they're just going to control some other favela.
But if you have money in Brazil you can do anything.
In Lula's government he game the police more power to investigate and act with less influence from the government or other outside entities (to the point where he's even on trial now) but it's not nearly enough to stop those guys.
Because faves are a symptom of a bigger problem.
I as a foreigner, I think that this is similar to a counter-insurgency war - and govt is not winning the hearts and minds of the favelados - the local population supports the criminals at some point.
It's probably obvious tha the get some revenue for cooperating, are family members or helps the local economy in the favelas.
Some Brazilian dude said they whistle to alert the criminals when the securit forces are coming while applaud to the cameras and MSM.
This a part of a bigger problem like somebody above said.
