don't know about other countries but in japan public schools are meant for evacuation shelter for natural disaster. so, it's not surprising for them to look like a soulless brutalist architecture or fortress to reflect their stout structure. also, schools in former japanese colonies may have similar vibes, as many of them were built by japan and the style became standard.
