Why don't Russians build a Navy base in these red areas or at least on those islands near Japan?

Could have been useful during the Cold War

Fucking ice.
We dont have completely unfrozen naval base in Pacific. Last one was Port Arthur rented in China, it was ruined by japs in 1905. And thats why we sold Alaska to you - cant have any control there until nuclesr submarines
