I feel its got to be France.

France is basically the continental version of the UK while Germany has just been problematic for the most part. I don't think the mutual understanding/respect than the UK/French relationship is there.

Also France is a popular country in the UK as it has all of the things the UK lacks, good food, nice weather etc.
