Can I learn a new language if I don't live in that country but change my thought process into that language?
Like instead of thinking to myself "Hmmm I wonder what I should eat today.." I just think "მაინტერესებს, რა უნდა ჭამა დღეს." instead

Essentially you have no feedback and you decide if what you're saying is correct based on textbooks and dictionaries? That sounds more like inventing your own creole.

It's not that uncommon for me to think in english
so it can be done.
I'm exposed to a lot of English language media though and you wouldn't be able to do that with very many languages.
It's also like asking if you can learn to drive a car in 1 week (only instead of 1 week you have "until I give up or die"). Some people can, doesn't mean you can.
Starting from scratch it's possible but very difficult. It's much better to get to a decent level then go to the country in question to accelerate yourself to fluency
