I think it would be impossible to ward off Russia forever. Their massive population means they could rebuild their army whenever they want unlike us, and Peter I really wanted his warm port to the west.
Anyways I don't really know. I don't think you would have to, most of the people in power in Estonia and Livonia were German nobles from the teutonic days. Though at least I think they would be better off, since Karl XI had worked to increase rights of peasants in Sweden, and this basically reversed when Russia took control.
