Ontario is English-speaking, and Québec is French-speaking. There are a few pockets of bilingualism in each (such as Ottawa-Gatineau), but overall each one just speaks one language.
Ottawa was put along the border with Québec to appease the Frenchfags, and is bilingual because of government presence (federally, everything has to be in English and French, and since Ottawa's the federal capital...you know). It wasn't meant to be one "unified city", and still isn't. They just happen to be two cities that grew along with each other.
The original federal capital was Kingston (pic related; 130 000), but when it was moved because of Americans trying to manifest destiny the continent, they put it near (but not in) Québec since they were whining.
