Any island monkey state.
Take British Isles, their summers are mild, their winters are mild. The all-year round rain might be a problem but Brits are doing fine.

We've got Cuernavaca, "the city of eternal spring"
from Wikipedia "The warmest month is May with an average temperature of 23.5 °C (74.3 °F) and the coolest month is January with an average of 18.7 °C (65.7 °F) ... Temperatures only occasionally exceed 34 °C (93 °F) or fall below 10 °C (50 °F)." From previous threads I think they've got some slightly more stable weather in some places in Peru.
