Segregation laws were in place pre apartheid but afrikaners were also discriminated against during this time. Since the arrival of the British, afrikaners would be treated as second class citizens aswell but blatant discrimination faded closer to the 20th century.

British ruled SA ofcourse forced English as its main language and its ideas. So with this a conversion of culture happened where afrikaners would live a more English life than in their youth.

When WW2 broke out, the British and English rule in SA kinda crumbled. They sent troops but afrikaners would revolt against joining them due to the bad history they had.

From that the afrikaner movements started to rally votes by making their plans to preserve the afrikaner culture. This worked and the national party got elected, which then didn't demolish the segregation laws, but hardened it. Only being labeled apartheid long after.
