Getting a economy is actually balls hard, and often efforts to improve the economy stops at surface level, because investors/politicians already gotten benefits. Its also the same reason why building Railways/infrastructure is rare, but always see massive benefits once they are built out.

"necessary" only in the strictest sense that they were not the only possible method of achieving the surrender of Japan. A land invasion would indeed have inflicted more deaths on both sides so yeah, it was in fact the more humane option regardless if Truman actually made the decision with that in mind.
