It's a greeting. also it's an opening to let the other person start a conversation. you can legitimately say "hi" as a response to "how are you?" or you can talk about how you are doing and why as a start to a longer conversation. you can even ask the other person how they are doing.

I've worked service jobs, and I never asked, "how's it going?" if i wasn't at least open to hearing about the other person's life. I usually felt neutral about it, it's not like I didn't want to know, but was asking anyway. Most of the time, the answer wasn't very interesting. Sometimes, someone would talk about something neat. It really helped pass the time faster. Working at a cash register or something, it was better to hear customers talk about various stuff than to just focus 100% on money and groceries.

If I really didn't want to hear people talk about their lives, I wouldn't ask, "how are you?". but it's not like it actually irritates me to hear people respond, and sometimes it's kind of fun.
