Britain increasingly demonstrates it wants nothing to do with any sort of leadership whatsoever. France is basically the same as Britain in almost every regard from military power to soft power, but they at least want to take up the mantle of a global power rather than bitching out like England is trying to do right now.

Germany would be far more fitting for that reason. Japan simply because of economic power, but I would replace them for India depending on how the next decade goes.
