Looking at this, Norway is just above the average for european countries.
However, there is an effect that you need to think about. The more welfare a country gets, the more people will get help with their problems, such as depression. If 56 out of 1000 get medicine against depression, that means only 5% of the population's happiness can be explained by your theory. What about all the rest? Why are they so damn happy?
