In communism the State wants to raise your children so that the children can be formed into what ever suits the state.

Here In Bavaria children are raised by so called families. That's like a Union of a man and a women to decide to live together and share their lifes. This make babies that they raise themselfs as they want their children to be.

That's just different cultures. You can't say what is best because both has its pros and cons.

Communists focused a lot on families and care of children, it was important that new generations felt like the state was doing what's good for them.

The OP map is about 0-2 year old kids which is when in normal families the mother and father would look after the kid and not trust some random nanny to look after it.
In East Germany you basically get a child and then some old woman in a Kita spends more time with it than its own mother because East Germans have no souls.
