regarding the rent issue, for some reason they settle in middle class neighborhoods, i wonder how they manage to afford it, the ones living in border cities tend to be poorer and settle in the outskirts

That's exclusive to Bogota, Medellin and maybe Barranquilla, but the ones living in Cucuta, Cartagena or anywhere close to the border generally live below the poverty line. Historically, Venezuelans has always been better off than as lots of people literally hit the jackpot during the oil boom. I'm guessing they escaped with their fortunes, but it's not hard to find them studying at the most expensive private universities over here or living in freaking wealthy neighborhoods
