Normans were french people. Their name comes from the duchy of Normandy, a buffer state created by the french king. There was already many vikings settlements in the region, around the Seine and close to the Channel, so they surely must have mixed with the locals.
Norman means North Man, because the first duke was Rollo, a viking, either of Norwegian or Danish origin. His lineage mixed with french nobles.
